I want to make a program that will monitor a folder, so when user is trying to delete the folder or files inside either from Windows explorer or by searching. It prevent the user from deleting it, or pop up the dialog asking for password. Something like that...

Is there any ways that I could do that? If yes, please explain in depth how could I possibly do that. Please help me, I really need this.
