mswinsock.ocx and "No Bufferspace Available"

I understand that the No bufferspace available is a memory issue, but I will often get that during my programs, and need a way around it. If I call make a call to WSACleanUp() would it clean up all winsock memory and hopefully fix this issue? If not, what can I do to resolves this.
