Cool Lighting

My ambition for the upcoming game that i am developing is to have dynamic lighting. I am using Direct X 7, Direct Draw, and what i want is to have the whole screen dark and to have different spots lit up. For example i want a light around my character making his center the brightest and then as the light expands out from him it fades to black. However besides for that i want a function where i can light up different areas of the screen at the same time, and with different colors.

If anyone can give me some code or/and some examples on how to do this i would really appreciate it.

Thanks
