The best way is to write a layered service provider which will slip
into the Winsock architecture. This is not something done in VB.
Use C/C++.

If you don't/can't use C then I would ask what you goal here is.. as in, what do you want the program to do by hooking the winsock? Have you tried looking at 'makemeservice'? This will allow you to 'hook' the dll keep running your code in the background and make the app appear to be unloaded or hidden. Anything kinkier than this and you'll need to probably use *cough* C++
