Question disable "disable macro" button on display alert


On excel open, how can i persuade a user to enable macros? I have seen the "disable macros button" on the opening display alert, disabled on some applications i have used. How is this done?

Is it possible that this only happens when all the macros in the Workbook are from trusted sources? I know you can set the security level to low and it doesn't even ask, but I have never seen it ask with a button disabled.

You can by-pass security by attaching digital certificates also.
