The two most common programs are probably PhotoShop and PaintShopPro. Im sure you can find a demo at their websites: www.Adobe.com and www.jasc.com .

For drawing a character to make a visual game, you can check out BitBlt API or DirectX 7/8. There is a DX subforum on gaming, and theres plenty about both if you use the Search command.

Image-editing programs usually work best.

For basic pixel art (sprites etc) you can probably get away with Paint quite easily. For more detailed pictures I'd recommend Photoshop/Paint Shop Pro/Pixia depending on what you can afford. (Pixia is freeware).

I know a lot of people that use the Gimp (which I think is also freeware) for doing art but I haven't used that personally.

For making 3-d graphics/models then you would need a 3d modelling program. 3D Studio Max I think is main the main industry standard but it's not exactly affordable. Milkshape 3D seems to be pretty popular and is extremely affordable.
