Default What language for me?

I've written a complex program in VB-5, and I want to adapt it to run interactively on the Web. I see two main ways I might do this: (1) learn Visual Basic 10 and write a new version in that language; or (2) learn HTML/CSS/JavaScript and write a new version in a combination of those languages. Of course I want the quickest learning curve, and I want to maintain the sophistication of the program. It seems to me that option (1) would be the way to go; my experience with VB-5 should help me learn the latest version of Visual Basic, right?. My questions: Am I right that these two are the most promising options? And am I right that VB-10 (or whatever the latest version is called) is capable of writing an app that can be operated interactively on the Web without requiring a download? What is VBScript? Will my VB-5 experience help me to learn it?

Using VB.Net would allow you to write a web based application but it would involve a lot of rewriting and architectural changes - you wouldn't be able to take a windows based app and easily convert it to the web.

HTML, CSS and Javascript are things you would certainly need to know to develop the actual user interface bit of any web application.

In reality it would probably end up with a mixture of all these technologies - VB.NEt would be used to develop the back end of your application while HTML etc would be used to develop what the browser renders. Javascript could be used to communicate with the backend application and render the changes in the UI.

Ultimately though it would depend on exactly what your application does and how you want this to translate to the web, without knowing any real specifics it is hard to say exactly what the best approach would be.
